摘要
党中央国务院高度重视老旧小区改造工作,2020年棚改收官,老旧小区改造接棒成为惠民生、扩内需的重要手段。提出2020年全国改造3.9万个老旧小区目标,涉及上亿居民的居住福祉。根据我国实际情况,老旧小区改造必须转变发展思路,摒弃国外的土地经济,转而挖掘存量资源,开辟消费经济,用打造社区经济实现老旧小区的盘活再生,一方面要承担起改善居住环境、保障民生的基础功能,另一方面也担负起补齐民生短板、增加小区服务功能等新型治理理念的落地实现,引导多元主体参与,发展社区养老、医疗、教育、共享超市、社区餐厅、家政、快递等基础设施服务,打造新时代老旧小区改造“中国新模式”。山东省滨州市沾化区是滨州市辖区城市副中心,老旧住宅小区居民达到9000余户,成为城市管理和发展的一个突出短板,2020年沾化区选定22个老旧住宅小区进行整治改造,同时引入智慧化设施、物业管理等便民设施,在“做足面子、建好里子”的同时,提升了老旧住宅小区的功能和形象,赢得了居民群众的广泛认可。
The CPC Central Committee and the State Council attach great importance to the transformation of old residential areas.The transformation of old residential areas will become an important means to benefit people’s livelihood and expand domestic demand,with the goal of transforming 39000 old residential areas by the end of 2020,involving the living wellbeing of hundreds of millions of residents.According to the actual situation of our country,the transformation of old residential areas must change the development ideas,abandon the foreign land economy,tap the stock resources,open up the consumption economy,and realize the revitalization and regeneration of the old community by building the community economy.On the one hand,it should undertake the basic functions of improving the living environment and ensuring the people’s livelihood,on the other hand,it should also take on the role of supplementing people’s livelihood and increasing community service functions.The implementation of new governance concepts,such as guiding the participation of multiple subjects,the development of community pension,medical care,education,sharing supermarket,community restaurant,housekeeping,express delivery and other infrastructure services,to create a new era of old community transformation as“China’s new model”.Zhanhua District of Binzhou City of Shandong Province,is the sub-center of Binzhou City.There are more than 9,000 households at old residential communities in Zhanhua District,which has become a prominent short board of urban management and development.In 2020,22 old residential areas were selected for renovation.Meanwhile,facilities such as intelligent facilities,property management and community party building will be introduced.At the same time,while“making full face and building a good lining”,Zhanhua district will improve the quality of the old residential areas,which has raised the function and image of the old residential district and won the wide recognition of the residents.
