“双高计划”视域下广东高等职业教育扩容提质研究——基于服务“双区”的发展思路

Capacity Expansion and Quality Improvement of Guangdong Higher Vocational Education from Perspective of“Double-high Plan”——Based on Idea of Serving“Dual Area”

高职教育为经济社会发展提供重要的人力资源支撑。广东高职教育与经济社会发展总体上实现协调联动;但在服务“双区”的新形势下,仍存在高职教育不能满足区域经济发展和产业转型升级对技术技能人才的需求,区域一体化发展亟须优化高职教育资源配置,专业结构与转型升级中的产业结构互动互链仍不够紧密,内涵建设与专业水平有待进一步提升,职业教育人才培养“立交桥”仍未完全畅通等问题和挑战。应以高标准建设广东职教城为“扩容提质”重要抓手,打造全国职业教育的创新示范区和“双区”高素质技术技能人才高地;以“双高计划”为契机,提升高职院校专业水平和服务能力;加大投入,盘活资源,推动高职教育扩容和区域协调发展;加快高水平应用型本科院校建设,构建贯通衔接的人才培养“立交桥”;构建区域高职教育共同体,进一步拓展职业教育发展空间;构建开放共享的高职发展数据库和粤港澳区域高职人才信息应用基础平台。

Higher vocational education is an important human resource support to promote economic and social development.Guangdong’s higher vocational education coordinates with economic and social development generally.However,However,under the new task of serving the Guangdong-Hong Kong-Macao Greater Bay Area and the pilot demonstration area of socialism(“dual area”),higher vocational education in Guangdong still cannot meet the demand for technical and skilled talents for regional economic development as well as industrial transformation and upgrading.The development of regional integration urgently needs to optimize the allocation of higher education resources.The interaction between major structure and industrial structure in the process of transformation and upgrading is still not close enough,the connotation construction and professional level need to be further improved,and the“overpass”of vocational education for talent training is still not completely established.The construction of Guangdong Vocational Education City with high standards should be an important starting point for“expansion and quality improvement”,to create a national vocational education innovation demonstration zone and a high-quality technical and skilled talent highland for“dual area”;the“Double High Plan”should be viewed as an opportunity to improve the professional level and service capabilities of Guangdong’s higher vocational colleges;investment should be increased and resources should be revitalized to promote the expansion of higher vocational education and regional coordinated development;the construction of high-level application-oriented undergraduate colleges should be accelerated to build an integrated talent training“overpass”;regional higher vocational education community should be built to further expand the space for vocational education development;an open and shared higher vocational development database and a basic platform for the application of higher vocational talent information in Guangdong,Hong Kong and Macao should be set up.
