PPP模式下养老产业发展的风险研究

Research on the Risks of the Development of Pension Fund Industry under the PPP Model

当前我国养老产业发展中推行的PPP模式是一种政府与社会资本共同合作的新模式,能够有效缓解市场需求飞速增长为政府财政带来的压力。研究从我国养老产业以PPP模式发展的现状入手,分析PPP养老服务项目中可能出现的风险,并使用PEST模型对产业模式中可能产生的风险进行研究,在此基础上提出能够适应产业发展模式的风险识别与规避建议,以期促进我国PPP模式下养老产业发展的可持续性。

At present,PPP model is used in the development of China’s pension fund industry.It is a new model characterized by the cooperation between the government and social capital,which can effectively relieve the government’s pressure caused by the rapid growth of market demand.This research starts with analysis of the current situation of the development of China’s pension fund industry in the PPP mode.Then it analyses the potential risks in PPP pension service projects and evaluates the risks in this industry using the PEST model.Based on these analyses,the author puts forward suggestions on identifying and avoiding risks,with a view to promoting the sustainable development of China’s pension fund industry under the PPP model.
