社区多元治理发展阶段评价体系研究——以深圳市宝安区为例

Studies on Evaluation System of Developmental Phases of Community Multiple Governance basedon Modernization of Grassroots Governance-Take Bao’an District in Shenzhen as an Example

在党的领导下依法有序推进社区多元治理,不仅符合我国公共管理的发展理念和客观趋势,也体现了我国社区治理共建共治共享的时代内涵,是国家治理体系现代化和基层治理现代化的必然属性和客观要求。文章着力研究如何科学有序推动中国特色社区多元治理发展并构建相应评价体系。首先分析了当前国内外有关社区治理评价体系的研究动态并针对问题进行述评,然后基于基层治理现代化要求构建了社区多元治理发展阶段评价体系,并采用模糊AHP方法建立了社区多元治理发展阶段分析模型,再通过深圳市宝安区社区治理实际案例进行实证分析与讨论,在此基础上,提出有序推动我国社区多元治理发展的解决方案。

Promoting community multiple governance orderly under the leadership of the Communist Party of China(CPC)is in accordance with the development philosophy and objective tendency of public administration in China,the embodiment of the connotation of the current age which is featured by“co-building”,“co-governing”and“co-sharing”of our society,and the consequent necessity and objective demand of both modernization of national governance systems and modernization of grassroots governance.This paper focuses on studying how to scientifically and orderly promote the development of community multiple governance with Chinese characteristics and construct a corresponding evaluation system.To start with,study of the domestic and overseas evaluation systems of community governance has been analyzed,and commentary on the existing problems has been made.Then,an evaluation system of the developmental phases of community multiple governance has been constructed based on the requirements of modernization of grassroots governance.Besides,by adopting Fuzzy Analytic Hierarchy Process(Fuzzy-AHP),an analytic model has been built for the three developmental phases of community multiple governance.Empirical analysis and discussion then follows through actual cases on community governance in Bao’an District,Shenzhen.On this basis,a solution is proposed in an attempt to promote the scientific development of community multiple governance in China.
