摘要
地面沉降是全球性地质灾害,上海是中国最早发现地面沉降的城市,同时也是受危害最严重的城市之一。地面沉降长期威胁着上海的生存和发展。中国政府高度重视上海地面沉降防治工作,从20世纪60年代开始开展地面沉降研究与防治,采取了一系列有效的防治措施,取得了显著成效,成为国内外地面沉降防治的标杆。然而进入新世纪以来,地面沉降致灾因素趋于复杂化,防治形势面临着新的挑战,地面沉降仍然是威胁城市安全和永续发展的主要灾害。结合上海地面沉降防治的新形势和新需求,围绕守住安全底线提出了新形势下地面沉降防治策略的建议。
Land subsidence is a geological problem in many cities worldwide.Shanghai was the first city in China to record land subsidence,and is one of the most seriously affected cities in the country;subsidence threatens the development and survival of this city.The Chinese government attaches considerable importance to the prevention and control of land subsidence in Shanghai.Since the 1960s,the government has researched land subsidence and adopted a series of measures effective in preventing and controlling land subsidence.The remarkable results became a benchmark for the prevention and control of land subsidence in China and abroad.However,since the turn of the century,new challenges have emerged,as land subsidence prevention and control have become more complex,and associated risk of disaster has increased.Land subsidence remains a major risk that threatens urban safety and sustainable development.Based on the increased risk of subsidence disasters,combined with requirements for safety to be the bottom line,some suggestions on land subsidence prevention and control strategies for Shanghai are provided.
