宅基地“三权分置”的实践困境与政策改进

Practice dilemma and policy improvement in tripartite system of rural homesteads

实施乡村振兴战略,必须实现农村土地资源合理配置,其关键之一是农村宅基地制度改革。本文结合浙江宁波市象山县宅基地“三权分置”的改革实践,从四个方面梳理总结了宅基地“三权分置”的制度构建与具体做法。在剖析宅基地“三权分置”改革中面临的制度和实践困境的基础上,提出应当落实宅基地集体所有权、保障农户宅基地资格权、完善宅基地“三权分置”配套制度等政策建议,以深化宅基地“三权分置”改革。

Reforming the rural homestead system is a key in implementing the strategy of rural revitalization.This study explored the reform of the tripartite system of rural homesteads in Xiangshan County in Ningbo City,Zhejiang Province,and the system and its practices were summarized from four different aspects.Based on the reflection of the system,as well as the practice dilemma and experiences of Xiangshan County,this study proposed specific measures to deepen the reform of the tripartite system of rural homesteads.These measures included implementing homestead ownership,ensuring homestead qualification rights of the farmers,and perfecting the relative systems.
