从日本“二兼滞留”到间隙农业发展——大阪城市农业的转型启示

From Japan's"part-time Farmers'stay"to the Development of gap Agriculture--Enlightenment from the Transformation of Urban Agriculture in Osaka

此文根据日本知名经济学者速水佑次郎和神门善久著《新版农业经济论》一书中所提到的“二兼滞留”现象对日本农业发展的影响,根据速水等学者的理论,日本要解决第二种兼业农民大量滞留导致的农业结构改革失败的问题,最主要是解决农地制度上的阻碍,其次要通过政策引导“能者务农”的农业结构发展趋势,结合日本大阪府的城市农业发展现状进行实证分析。研究确认关于日本大阪府城市间隙农业发展的趋势以及根据趋势推理出日本城市农业发展趋势的变化,再通过线性回归分析从部分数据中探讨趋势模型的显著性。

According to the influence of the phenomenon of"part-time Farmers'stay"mentioned by the famous Japanese economists Yujiro Suishui and Shinhisa Shimen in their book"NOGYO KEIZAI RON,New Edition",this paper makes an empirical analysis on the current situation of urban agricultural development in Osaka Prefecture,Japan.According to the theory of Suishui and other scholars,the most important way for Japan to solve the failure of agricultural structure reform caused by the detention of a large number of parttime farmers is to solve the obstacles in the farmland system.secondly,it is necessary to guide the development trend of the agricultural structure of"those who have the ability to do agriculture"through policies.The study confirms the development trend of gap agriculture in Osaka Prefecture,Japan,and deduces the change of the development trend of urban agriculture in Japan according to the trend,and then discusses the significance of the trend model from some data by linear regression analysis.
