面向突发公共卫生事件的专业图书馆应急信息服务体系——美国国家医学图书馆的案例研究

Emergency Information Service System of Professional Library for Public Health Emergencies——A Case Study of the US National Library of Medicine

文章采用案例分析方法,利用网络和文献资源,遵循案例研究基本规范,系统分析突发公共卫生事件中美国国家医学图书馆的应急信息服务。文章归纳出由服务层次和发展阶段两个维度所构成的美国国家医学图书馆突发公共卫生事件应急信息服务体系,既体现出图书馆信息知识中心的功能定位与核心价值,又强调协同合作是其在风险防控与决策支持中价值发挥的关键,为突发公共卫生事件中专业图书馆或其他类型图书馆的应急信息服务奠定了理论基础。研究认为,基于核心价值定位的战略制定、以资源为优势的深层次服务拓展和提升公众健康信息素养的社会教育功能发挥等启示,能为突发公共卫生事件中各类型图书馆的应急信息服务提供借鉴。图3。表2。参考文献57。

With the method of case study,collecting literature and network information,following basic norms on case study,this paper systematically analyzes the emergency information service of the US National Library of Medicine in public health emergencies.This paper constructs the emergency information service system of the US National Library of Medicine in public health emergencies,which is composed of two dimensions:service level and development stage.The emergency information service system not only embodies the library s function orientation and core value as a information knowledge center,but also emphasizes that the cooperation function is the key for value playing in risk prevention and decision-making,which has laid a theoretical foundation for emergency information services in professional libraries or other types of libraries in public health emergencies.The research show that,strategy formulation based on core value positioning,deep-level service expansion with the use of resources and social education function in improving public health information literacy,could provide lessons for the emergency information service of all types of library in public health emergencies.3 figs.2 tabs.57 refs.
