四川盆地天然气勘探开发的国土空间形势及对策建议

National Space Situation and Countermeasures for Natural Gas Exploration and Development in Sichuan Basin

我国四大富气盆地中,四川盆地天然气资源量最大、最具勘探开发潜力。但四川盆地自然社会条件也最为复杂,天然气勘探开发区与国土空间管控区重叠问题已影响了天然气勘探开发利用进程。本文从国土空间管控区规模、人口分布特点、土地资源类型介绍了四川盆地国土空间现状;分析了天然气资源储量落实、建设项目选址选线及征地面临的国土空间形势;以保障国家能源安全、保护生态环境为原则,从国土空间保障、用地保障及天然气资源评价等方面提出了相应的对策建议。

Natural gas supply security is an important part of national energy security,and vigorous exploration and development of natural gas is an important measure to achieve natural gas supply security.The Sichuan Basin,Ordos Basin,Tarim Basin,and Qaidam Basin are listed as the four methane-rich basins in China,among them the Sichuan Basin has the largest natural gas resources and the most potential for exploration and development.Increasing the exploration and development of natural gas in Sichuan Basin is very important to ensure the natural gas supply security in China.However,the contradiction between natural gas exploration and development and the control of national space is prominent day by day because of complex natural social environment in Sichuan Basin,and the process of gas development and utilization is seriously affected.This paper introduced present situation of national space in Sichuan Basin from the scale of national space control zonation,the characteristics of population distribution and the types of land resources.Subsequently,the gas reserves,the site and route selection and the land expropriation are faced with the situation of national space was analyzed.Finally,based on the guarantee of national energy security and protecting ecological environment,the corresponding countermeasures were put forward from safeguard of national space,safeguard of land use,and natural gas resources evaluation,etc.
