Effect Utilization and Experience Transfer of Poverty Alleviation in the Process of Rural Revitalization

脱贫攻坚旨在促进贫困乡村全面发展,推进乡村全面振兴,解构制约乡村发展的多重障碍。在乡村振兴进程中,要系统总结脱贫攻坚的成功实践,为乡村振兴提供动力支持。继续坚持以人民为中心的发展理念,厘清“贫与非贫”“农与非农”的治理边界,按照产业兴旺、生态宜居、乡风文明、治理有效、生活富裕的乡村振兴总要求,将国家统一部署与地方实际相结合。从实施方略、要素支撑和组织领导制度三个方面,巩固、扩大和提升贫困地区脱贫攻坚取得的成果,向农村地区积极推广脱贫攻坚中积累的经验,建立消除相对贫困的长效机制。统筹推进包括相对落后地区的经济发展与民生建设。加快补齐农村水、电、路、网等基础设施和教育、医疗卫生等公共服务短板,促进城乡融合发展。

The purpose of poverty alleviation is to promote the all-round development of poor rural areas,promote the comprehensive revitalization of rural areas,and deconstruct the multiple obstacles restricting rural development.In the process of rural revitalization,we should systematically summarize the successful practice of poverty alleviation,and provide dynamic support for Rural Revitalization.We should continue to adhere to the people-centered concept of development,clarify the governance boundaries of"poverty and non-poverty"and"agriculture and non-agricultural",and combine the national unified deployment with local reality in accordance with the general requirements of Rural Revitalization of industrial prosperity,ecological livability,rural civilization,effective governance and well-off life.We should consolidate,expand and enhance the achievements of poverty alleviation in poverty-stricken areas from three aspects of implementation strategy,element support and organizational leadership system,actively promote the experience accumulated in poverty alleviation in rural areas,and establish a long-term mechanism to eliminate relative poverty.Overall promotion includes economic development and people’s livelihood construction in relatively backward areas.We will speed up the improvement of rural infrastructure such as water,electricity,roads and networks,and public services such as education,medical and health care,and promote the integrated development of urban and rural areas.
