信托业转型发展中的问题及对策——以青海省为例

Problems and Countermeasures in the Transformation and Development of the Trust Industry--A case of Qinghai

资管新规出台后,对相关行业提出了更高的要求,在新的监管环境下,信托转型不仅是生存的的需要,更是防范系统性金融风险的要求。2018年信托业实际已经全面进入刚性转型期,这也意味着信托公司业务转型已经势在必行,不可逆转。本文通过对在青海省注册成立的信托公司业务经营和转型发展情况进行调研,发现:信托公司积极压降通道业务及存量资管业务,减少集合信托的新设;依托三江源国家公园体系的建设,慈善信托业务发展前景比较乐观。同时也发现,辖内个别信托公司房地产信托业务存在风险,内部管理能力有待提高;支持注册地经济发展亟待提高等问题。最后,就上述问题提出相应的对策建议。

After the introduction of new asset management regulations,higher requirements have been placed on related industries.Under the new regulatory environment,trust transformation is not only a need for survival,but also a requirement for preventing systemic financial risks.In 2018,the trust industry has actually entered a rigid transformation period,which also means that the trust company's business transformation is imperative and irreversible.This paper investigates the business operation and transformation development of trust companies incorporated in Qinghai Province,and finds that:trust companies actively reduce the channel business and stock asset management business,reduce the new establishment of collective trusts;rely on the construction of the Sanjiangyuan National Park System,the development prospects of charitable trust business are relatively optimistic.At the same time,it also found that there are risks in the real estate trust business of individual trust companies within the jurisdiction,and the internal management capacity needs to be improved;the support for the economic development of the registration place needs to be improved.Finally,the corresponding countermeasures and suggestions are put forward.
