运用文献资料法等研究方法,对当前公共体育服务供给过程中所涉及的评估主体及责任进行研究,同时结合当前我国政府购买公共体育服务评估过程中各参与主体的不同,将其划分为保障与监督承接服务主体的"政府方"评估主体和向上协助政府部门完成监管、向下联同社会公众完成评估的"社会组织方"评估主体以及可以代表不同社会阶层,将涉及社会中不同阶层公众的意愿与诉求及时反馈的"社会公众方"。通过进一步明确评估主体之间的不同责任划分与责任边界的确定,旨在为政府在公共体育服务购买过程中评估主体划分和责任构建上提供引导和借鉴。

This study uses literature methods and other research methods to study the assessment subjects and responsibilities involved in the current public sports service supply process.At the same time,combining the differences between the participating entities in the current public sports service assessment process purchased by the Chinese government,it is divided into Assurance and supervision,the"government"evaluation subject that undertakes the service,and the"social organizer"that assists government departments to complete the supervision and downwards with the public to complete the evaluation,as well as the evaluation subject that can represent different social classes,will involve different classes of public in society The“public side”that provides timely feedback on their wishes and demands.By further clarifying the division of different responsibilities and the determination of responsibility boundaries between the evaluation subjects,it aims to provide guidance and reference for the government in the division of evaluation subjects and the construction of responsibilities during the purchase of public sports services.
