在全球新冠疫情多点暴发并持续蔓延的情况下,中国抗击疫情人民战争、总体战、阻击战取得了重大战略成果。中国特色社会主义制度优势在抗击新冠肺炎疫情中得到集中体现,在全球抗疫中传播中国制度优势,有助于提升中国制度自信宣传教育效果,进一步增强制度自信;有助于增强制度意识及制度执行的自觉性,进而提升制度执行力,促进制度优势向国家治理效能更好地转化;有助于消除国际社会对中国制度的抹黑、误读和偏见,提升中国国际影响力。在全球抗疫中传播中国制度优势,要在理论上讲清中国制度与西方制度相比较的优越性,一是制度理念的优越性,中国制度体现了集体主义的理念,把集体利益和人民群众的生命安全和健康摆在优先和首要地位,坚决反对小团体主义、本位主义倾向,维护集体利益的前提下促进个人利益的合理实现;西方制度以个人主义为基本理念,自由主义大行其道,党争加剧、政府行动迟缓,以至于疫情在一些国家仍在扩散、蔓延和恶化。二是制度设计的优越性,中国制度设计是整体主义理念下的分工合作制,各部门合理分工、互补互促、形成合力,是互相"补台"而不是互相"拆台"的;西方制度设计是个人主义理念下的分权制衡制,通过在政治上实施多党轮流执政、政府分权制衡等制度形式,以实现不同利益集团利益的相互博弈、妥协,难以形成全国一盘棋的整体行动力,其结果是相互之间的拆台、掣肘。三是制度品格的优越性,中国制度具有人民至上性的品格,是让人民真正当家作主的先进制度,奉行人民至上、生命至上;西方制度秉持的是资本至上性的逻辑,造成抗击疫情中广大人民生命健康让位于资本利益的局面。在全球抗疫中传播中国制度优势,要在实践中汇聚讲述主体,党和政府、理论工作者、媒体、抗疫一线工作者、普通民众、国际组织和海外人士都是讲述中国制度优势不可或缺的主体;同时要精选讲述内容、优化讲述方式,提升制度自信宣传教育的整体性、协同性和针对性。

In the circumstance of multiple outbreaks and continuous spread of the COVID-19 pandemic in the world,the overall people’s war against coronavirus in China has achieved major strategic achievements.The advantages of the socialist system with Chinese characteristics have been reflected in the fight against the COVID-19 epidemic.Elaborating on the advantages of China’s system in the global fight against the epidemic will help to enhance the effectiveness of publicity and education of system confidence,enhance system awareness and improve system implementation,which will be further transformed into higher efficiency of national governance.Such effort will enhance China’s international influence by eliminating the smearing,misunderstanding and prejudice of the Chinese system by some practical forces in international community.To elaborate the comparative advantages of China’s system in the global fight against the epidemic,it is necessary to clarify the superiority of the Chinese system versus the Western system.The first aspect is the superiority of system conception.In the tradition of collectivism,the Chinese system gives priority and primacy to life and health of the people as well as collective interests.We resolutely oppose narrow groupism and selfish departmentalism,and promote reasonable realization of individual interests on the premise of safeguarding collective interests.As Western system takes individualism as the basic principle,liberalism is prevalent,party fighting has intensified and government actions have been slowed down.As a result,the epidemic is still spreading and deteriorating in many regions.The second is the superiority of system design.China’s system design is based on the division of labor and cooperation under the concept of holism.All departments have a reasonable division of labor,complementing and promoting each other.The formation of synergy is to"complement"each other rather than"undercut"each other.Western system design is based on the separation of powers and checks and balances under the concept of individualism.In the system of multi-party rotation in power,decentralization of power and checks and balances,complex interaction and compromise of conflicting interest groups,it is difficult to effectively implement comprehensive national action plans.In the end,there is a lot of mutual obstruction and constraints.The third aspect is the superiority of system character.The Chinese system has the character of people supremacy.It is an advanced system that allows the people to truly be the master of the country.The people and their lives are supreme.As Western system upholding the logic of capital supremacy,capital interests take precedence over the lives and health of the majority of people in the fight against the epidemic.In order to effectively explain the the advantages of China’s system in the global fight against the epidemic,it is necessary to unite the main actors including the Party and government,theoretical researchers,media,front-line workers in the fight against the epidemic,ordinary people,international organizations and overseas people,who are indispensable to explain the advantages of the Chinese system.It is also necessary to carefully select the content of the stories,optimize the narration methods,enhance the system confidence,and promote integrity,synergy and pertinence of such education efforts.
