国际航空货运安保政策研究

On the Security Policy of International Air Cargo Transportation

为应对未来中国航空货运快速发展带来的挑战,在确保货物运输安全的前提下提高效率。通过研究国际民航组织、美国和欧盟航空货运安保政策法规以及实施的安全策略,针对中国航空货运安保政策与程序的现状,对比分析中外航空货运安保政策的差异。在借鉴国外政策和实施经验的基础上,根据我国的实际情况提出如下政策建议:一是健全法规规章体系,完善航空货运安保供应链;二是优化诚信体系建设,引入已知托运人制度;三是加强各方合作,建立信息系统;四是对接国际标准,加强国际合作。

In order to cope with the challenges brought by the rapid development of air cargo in China in the future, the efficiency should be improved on the premise of ensuring the safety of cargo transportation. By studying the air cargo security policies and regulations of the International Civil Aviation Organization, the United States and the European Union as well as the safety strategies implemented, this paper compares and analyzes the differences between Chinese and foreign air cargo security policies based on the status quo of China’s air cargo security policies and procedures. On the basis of drawing lessons from foreign policies and implementation experience: First, improve the system of laws and regulations and the air cargo security supply chain. Second, optimize the integrity system construction, the introduction of known shipper system;Third, strengthen cooperation among all parties and establish an information system;Fourth, we need to align ourselves with international standards and strengthen international cooperation.
