Think-tank Diplomacy and Its Practices:The Functions,Roles and Activities of Think-tank in Foreign Affairs

[目的/意义]智库作为公共政策研究机构,在国际关系和外交政策的研究与实践中发挥着越来越重要的作用。系统探讨智库的外交职能,其所扮演的角色及作用机制具有重要的理论意义和应用价值。[方法/过程]文章梳理了智库外交的理论文献,并在《维也纳外交关系公约》对外交职能的界定基础上,建立起智库外交的理论分析框架。结合全球智库中典型的外交实践案例,对每项智库外交职能进行了具体论述。[结果/结论]外交职能是智库的重要功能之一。智库在双边及多边关系中扮演了多重角色。与一些国外智库相比,我国智库在发挥外交功能中还存在4点不足,需要有针对性从4大方面来提高我国智库外交能力。

[Purpose/significance]Think tank,as public policy research institution,is playing an increasingly important role in the research and practice of international relations and foreign policy.It is of great theoretical significance and practical value to systematically discuss the diplomatic functions of think tank and its roles.[Method/process]The article reviews the literature on think-tank diplomacy and establishes the theoretical framework of based on the definition of diplomatic function in the Vienna Convention on Diplomatic Relations.Combined with typical diplomatic practice cases in global think tanks,this paper discusses the diplomatic function of each think tank in detail.[Result/conclusion]The diplomatic function is one of the important functions of think tanks.Think tanks play multiple roles in bilateral and multilateral relations.Compared with some foreign think tanks,there are still four shortcomings in the diplomatic function of Chinese think tanks.So it is necessary to improve our think tank’s diplomatic capacity in four aspects.
