[目的/意义]跨国智库网络已经成为全球治理政策制定的积极参与者,为什么它们能够占据一定的政策决策位置并发挥一定的政策影响力值得研究。[方法/过程]跨国智库网络参与全球治理的过程建立在生产权威的政策知识以塑造政策辩论和议题设置的基础上,具体分析了跨国智库网络生产政策知识和影响政策的微观过程。[结果/结论]跨国智库网络具备的4种能力:知识转换、知识整合与战略思考、政策创新和政策倡议,为国际公共政策决策提供了独特的价值。

[Purpose/significance]Transnational think tanks networks have become active policy actors in global governance.It is an important topic why they can occupy a certain policy space and influence the process of policy-making.[Method/process]The process of transnational think tanks networks’participation in global governance is based on the production of authoritative policy knowledge to shape policy debates and agenda setting.It analyzes the microcosmic process of how transnational think tanks networks to produce policy knowledge and to engage in policy-making.[Result/conclusion]The four capabilities of transnational think tanks networks are knowledge translation,knowledge integration and strategic thinking,policy innovation,and policy advocacy,which provide unique value for international public policy decision-making.
