俄罗斯智库的建设发展及对我国的借鉴

The Development of Russian Think Tanks and Its Enlightenment to China

[目的/意义]中俄两国智库发展过程具有一定的相似性,研究其发展特点及对政策的影响途径,对我国智库建设具有借鉴意义。[方法/过程]本文按照俄罗斯智库的发展历程将其划分为4个阶段;按照产生方式、发展过程,以及隶属关系对俄罗斯智库进行分类,找出俄罗斯智库的主要社会功能;总结俄罗斯智库的发展特点以及俄罗斯智库对其国家政策的影响途径。[结果/结论]总体上看,俄罗斯智库在其国家的政治经济外交政策制定上起到了相当大的作用,俄罗斯智库通过研究与分析国内外热点事件,运用在政界、学界的关系网络,向政府提出建议与意见。目前,我国正处于社会转型时期,将面临着来自国内外的各种政治经济外交等难题,通过学习借鉴俄罗斯智库的发展经验,强化我国“政府外脑”的科研能力,使中国智库在各自擅长的领域为政府制定的政治经济外交政策建言献策。

[Purpose/significance]There are a certain similarities in the development process of think tanks in China and Russia.It can be reference for China’s think tanks construction by studying Russian think tanks development and the way to influence policy.[Method/process]According to the development process of Russian think tanks,this paper divides them into four stages.It classifies Russian think tanks according to their production mode,development process and affiliation,and finds out the main social functions.Then,it summarizes the development characteristics of Russian think tanks and their influence to their national policies.[Result/conclusion]In general,Russian think tanks play a significant role in the country’s political and economic foreign policy.By studying and analyzing hot issues at home and abroad,Russian think tanks make suggestions and opinions to the government through the network of political and academic circles.At present,China is in the period of social transformation,and face various political,economic and diplomatic problems at home and abroad.By learning from the development of Russian think tanks and strengthening the scientific research capacity of“government external brain”in China,it is helpful to let all kinds of China`s think-tank in their respective area advise the government on political,economic and foreign policy.
