美国主要智库对“一带一路”倡议的认知及其对中国的启示

The Cognition of the US Main Think Tanks to the BRI and the Enlightenment to China

[目的/意义]与世界其他国家的智库相比,美国智库起源早、数量多、政策影响力大。通过了解美国智库对于“一带一路”的认知,将有助于我们了解美国政府和社会对“一带一路”倡议的基本态度。[方法/过程]本文对美国主要智库对“一带一路”倡议的基本认知进行了简要总结和分析。[结果/结论]总体来看,美国主要智库对“一带一路”倡议的认知,整体上存在偏差。他们普遍把“一带一路”视作“战略”和中国实施战略扩张的工具,并对其前景提出了许多质疑。这表明,“一带一路”倡议的软实力建设和中国国际关系的话语体系建设任重道远。

[Purpose/significance]Compared with think tanks of other countries,the American think tanks have the characteristics of early origin,large number,and great policy influence.Understanding the American think tanks’cognitions of“Belt and Road Initiative”(BRI)will help us understand the basic attitude of the US government and society to the BRI.[Method/process]This paper briefly summaries and analyzes the basic points and attitude from the US think tanks to BRI.[Result/conclusion]Overall,American think tanks have a different understanding of BRI.They generally regard BRI as a strategy and a tool for China’s strategic expansion,and raise many doubts about its prospects.Therefore,China’s BRI has a long way to go to build soft power and t a discourse system for China’s international relations.
