[目的/意义]智库建设是国家软实力的重要内容,通过借鉴美国智库运作特点,从战略层面提出我国新型智库建设的思路性建议。[方法/过程]在全球智库建设中,无论数量规模还是社会影响力,美国智库建设都走在了全球前列,认真分析研究美国智库运作对于我国新型智库建设具有一定的启示和借鉴意义。本文通过实地考察、交流、学习和梳理美国智库建设经验,提出对我国智库建设的有益借鉴。[结果/结论]我国新型智库建设要从战略高度,建立新型智库运作机制,明确智库功能与定位,增强智库议题设置能力,建立智库人才培养机制和成果转化机制。展望未来,智库在引领国际交往中将发挥重要作用,将成为展示国家形象和软实力的窗口,构建开放型研究格局成为智库建设的重要途径。

[Purpose/significance]Think tank construction is an important part of national soft power.By analyzing the operation characteristics of think tanks in America,this paper puts forward some strategic suggestions for the new think tanks construction in China.[Method/process]Among the global think tanks,American think tanks have taken the lead in the world in terms of both quantity and social influence.A careful analysis and study of the operation of American think tanks has certain enlightenment and reference significance for the new think tanks construction in China.Through on-the-spot investigation and academic exchange,this paper sorts out the operational experience of think tank in America,puts forward some useful suggestions for China's think tank construction.[Result/conclusion]To build a new type of think tank in China,it is necessary to establish a new type of operation mechanism from a strategic perspective,clarify its functions and positions,enhance its ability to formulate research topics,and establish a talent training mechanism and achievement transformation mechanism.In the future,think tanks will play an important role in the international exchanges and become a window to display national image and soft power.So building an open research pattern will become an important way to the think tanks construction.
