深化山西煤矿安全监察改革的创新探索

Innovation exploration of deepening coal mine safety supervision reform in Shanxi

针对山西省整体生产能力大、煤矿数量较多、煤矿地质条件比较复杂、灾害齐全,全省煤矿安全生产形势依然比较严峻的问题,创新性地建立了煤矿安全监察“六个执法”体系,并对“六个执法”体系的落实提出具体要求。通过深化煤矿安全监察改革创新,激发了监察人员的内生动力,实现了煤矿安全生产、监察执法力度、精准执法水平、学法用法热情、煤矿主体责任意识、监管部门主动作为六个显著提升。

In view of the problems of large production capacity,large number of coal mines,complex geological conditions and complete disasters in Shanxi,the coal mine safety production situation in Shanxi is still relatively severe.The"six law enforcement"system of coal mine safety supervision was established innovatively,and the specific implementation requirements of the"six law enforcement"system were put forward.Through deepening the reform and innovation of coal mine safety supervision,the endogenous power of supervisors has been stimulated,and"six significant improvements"have been achieved in coal mine safety production,supervision and law enforcement,precise law enforcement level,enthusiasm for learning and using laws,coal mine subject responsibility consciousness and regulators'initiative action.
