我国政府公共体育服务职责划分问题研究

Study on the Division of Responsibilities of Government Public Sports Services in China

合理划分政府公共体育服务职责,是构建"服务型"政府的重要内容,也是提升政府公共体育服务能力和水平的有效途径与体制保障。运用文献资料、逻辑分析等方法,研究我国政府公共体育服务职责划分问题,结果表明:(1)公共需求理论、公共产品理论、政府职能理论以及分权理论是政府公共体育服务职责划分的理论依据;(2)受益范围原则、外部效应内化原则、财权责对等原则、区域协同发展原则以及有法可依原则是政府公共体育服务职责划分的基本原则;(3)具体划分中央、省、市、区县以及乡镇应履行的公共体育服务职责。在此基础上,提出了相应的保障机制,即完善法律制度,规范政府职能分配关系;落实中央和省级政策的顶层设计,指导政府职能运行;实行政府公共体育服务职责纵向一体化、中间模式以及横向协同化;实施绩效评价,保障职能有效运行。

Reasonable division of responsibilities of public sports services is an important part of building a "service-oriented" government, as well as an effective way and institutional guarantee for improving the capacity and level of government public sports services. This paper uses the methods of documentation, logical analysis etc. to study the division of responsibilities of government public sports services in China. The results show that: (1) the theories of public demand, public goods, government function and decentralization are the theoretical basis for the division of responsibilities of government public sports services;(2) the principles of beneficiary scope, of internalization of external effect, of equivalence of property rights and responsibilities, of regional coordinated development and of law compliance are the basic principles for the division of responsibilities of government public sports services;(3) the specific division of responsibilities among the central government, provinces, cities, districts and counties. On this basis, this study proposes corresponding guarantee mechanisms, namely, improving the legal system and regulating the distribution of government functions, implementing the top-level design of central and provincial policies to guide the operation of government functions, implementing the vertical integration, intermediate model and horizontal coordination of the governments’ responsibilities for public sports services, and implementing performance evaluation to ensure the effective operation of functions.
