长三角一体化背景下高铁对小城镇高质量发展的研究

Influence of High Speed Railway on High-quality Development of Small Towns Amid Yangtze River Delta Integration

小城镇高质量发展是长三角一体化发展的必然要求,也是重要基础。通过对长三角一体化背景下小城镇高质量发展的作用进行研究,对昆山、无锡、建德3地的实地调研、专家访谈、数据分析,直观体现出高铁建设与运营有拉近小城镇与中心城市的时空距离、促进小城镇经济发展、加快集群形成、助力绿色低碳城镇化道路的重要作用,高铁能够协助解决小城镇高质量发展中存在的网络分布不平衡不充分、停靠班次较少、配套设施不完善、政策支持力度不够等问题,对此提出加快高铁网规模建设、增加小城镇班次数量、加快建设完善配套设施、多渠道筹集高铁建设资金等对策建议。

The high-quality development of small towns is the inevitable requirement and important foundation for the integrated development of the Yangtze River Delta.Based on the research on the role of high-quality development of small towns under the background of Yangtze River Delta integration,the paper conducts field investigation,expert interviews and data analysis in the cities of Kunshan,Wuxi and Jiande.The results provide a visual demonstration which shows that the construction and operation of high speed railway plays an important role in the development of small towns,as it shortens the time and space distance with central cities,promotes economic growth,accelerates the formation of clusters and facilitates the progress of green and lowcarbon urbanization.High speed railway helps resolve the unbalanced network distribution,limited transport access,the lack of supporting facilities,insufficient policy support as well as other problems that undermine the high-quality development of small towns.The paper then proposes to speed up the construction of high speed railway network,increase HSR accessibility,build up sound supporting facilities,and promote multi-channel fund raising for high speed railway construction,etc.
