日本参与国际数字贸易治理的核心诉求与趋向分析

Analysis on the Core Appeals and Trends of Japan's Participation in International Digital Trade Governance

日本是数字经济大国,其参与国际数字贸易治理的核心诉求,不仅影响亚太区域的数字贸易发展,还影响WTO框架下的多边数字贸易谈判。文章基于日本缔结的区域贸易协定文本中涵盖的数字贸易规则,以及日本在向WTO递交的提案中讨论的数字贸易议题,分别总结出日本参与区域数字贸易治理和多边数字贸易治理的典型特征。日本参与数字贸易治理的核心诉求主要体现在以下三个方面:数字知识产权保护、数据隐私保护和公平开放的数字贸易环境。在对上述三方面核心诉求进行研究的基础上,文章预测在今后的数字贸易治理中,日本一方面会以美欧为标准,寻求升级既有的数字贸易规则;另一方面会敦促缔约国降低数字贸易壁垒,推进数字贸易自由化。

Japan is a major digital economy country.Its core appeals for participating in international digital trade governance not only affects the development of digital trade in the Asia-Pacific region,but also affects multilateral digital trade negotiations under the WTO framework.The article summarizes the typical characteristics of Japan's participation in regional digital trade governance and multilateral digital trade governance based on the digital trade rules covered in the text of the regional trade agreement concluded by Japan and the digital trade issues discussed in Japan's proposals submitted to the WTO.The core appeal of Japan's participation in digital trade governance is mainly reflected in the following three aspects:digital intellectual property protection,data privacy protection and a fair and open digital trading environment.Based on the research on the core demands of the above three aspects,the article predicts that in the future digital trade governance,Japan will use the U.S.and Europe as the standard on the one hand to seek to upgrade the existing digital trade rules;on the other hand,it will urge the contracting parties to reduce the digital Trade barriers to promote the liberalization of digital trade.
