精准扶贫下的衡阳市“农民大学生培养计划”

2019年是湖南省全面建成小康社会的关键之年,目标是减少贫困人口60万人以上,基本实现718个贫困村脱贫出列。衡阳市2019年脱贫攻坚的目标是:全市3.96万贫困人口脱贫,除一类低保兜底对象外的贫困人口全部脱贫,全市贫困发生率下降到0.36%以下,持续巩固祁东县脱贫摘帽成果,稳固提升322个已出列贫困村和26.8万已脱贫贫困人口的脱贫质量。该文对精准扶贫下的衡阳市"农民大学生培养计划"的实施现状进行了分析,并对取得的成绩进行总结,提出了促进"农民大学生培养计划"实施的对策。

2019 is the key year for Hunan Province to build a well-off society in an all-round way.The goal is to reduce the poverty-stricken population by more than 600000 and basically achieve the goal of lifting 718 poverty-stricken villages out of poverty.Hengyang City’s goal of poverty alleviation in 2019 is as follows:39600 poor people in Hengyang City will be lifted out of poverty,all the poor people except for the first type of subsistence allowances will be lifted out of poverty,and the poverty incidence rate of the whole city will be reduced to below 0.36%.We will continue to consolidate the achievements of poverty alleviation in Qidong County,and steadily improve the quality of poverty alleviation for 322 poverty-stricken villages and 268000 poverty-stricken people.This paper analyzes the current situation of the implementation of the"farmer college students training plan"in Hengyang City under the targeted poverty alleviation,summarizes the achievements,and puts forward the countermeasures to promote the implementation of the"farmer college students training plan".
