论突发公共事件的舆情属性与引导进路——基于新型冠状病毒肺炎疫情的考察

Public Opinion Attributes and Guiding Approaches of Public Emergency——Based on the Observation of COVID-19

突发公共事件引发的舆情事关社会稳定与人心安定,反映社会舆情治理效能。突发公共事件引发的舆情具有不同属性,易于引发冲突性舆情的事故灾难和公共卫生事件是舆情引导的重要方面。通过对新冠肺炎疫情期间引发舆情的案例分析,发现突发公共事件背景下的舆情引导在时效上被动迟滞,相关新闻报道在思维视野、事实表述、表达策略等方面有所欠缺,地方政府及官员应对舆情的言行亟待规范。实现对舆情的科学有效引导,要优化和健全信息公开和舆情监管的方式方法和制度保障,把握新闻报道时度效,转变舆情应对的思维、话语和行为方式,注重对舆情引导的经验总结和实践提升。

Public opinion caused by public emergency is related to social stability and stability of emotion,and reflects the effectiveness of social public opinion governance.Public opinion caused by public emergency has different attributes,and accidents and public health events that are likely to cause conflicting public opinion are important aspects of public opinion guidance.Through case analysis of public opinion during COVID-19,it was found that public opinion guidance in the context of sudden public events was passive and delaying in timeliness.Related news reports were lacking in terms of thinking,vision,factual statement,and expression strategies.The government and officials’words and deeds that respond to public opinion need to be regulated.To scientificly and effectively guide the public opinion,it’s necessary to optimize and improve the methods and systems of information disclosure and public opinion supervision,grasp the timeliness,extent and effect of news reports,change the way of thinking,discourse and behavior when responding to public opinion,and focus on the experience summary and practice promotion of public opinion guidance.
