First of all,state the feasibility and necessity of comprehensive development for public transportation facilities.Based on the analysis of the present situation of some cities,summarizes the problems in Xi’an.Propose the development goals,strategies and framework of Xi’an to promote the comprehensive development for public transportation facilities.At the last,clarify the division of government responsibilities.
