山东省区域创新能力时空双维实证评价研究——基于PFHWD-TOPSIS模型

Study on the Spatial-temporal Two-dimensional Evaluation of Regional Innovation Capability in Shandong Province:Based on PFHWD-TOPSIS Model

文章从山东省区域创新实际出发,构建并优化区域创新评价指标体系,改进传统经典TOPSIS为PFHWDTOPSIS,并将其运用到对山东省17地市区域创新能力的时空双维实证评价中,形成了完善的区域创新能力评价指标体系,为山东省及17地市的区域创新政策制定提供思路和指导。从评价方法来看,PFHWD-TOPSIS方法更具决策柔性和灵活性,可通过对参数λ取值的调整满足不同的研究需要;从评价结果来看,山东省17地市区域创新能力均呈稳步提升态势,且差距逐步缩小,青岛市及青岛都市圈的区域创新能力处于山东省首位,济南市单独排名与济南都市圈在“两圈四区”中的排名差距较大。应更加注重创新集聚与扩散,促进区域创新能力的共同提高。

Based on the actual situation of regional innovation in Shandong province,this article constructs and optimizes the regional innovation evaluation index system,improves the traditional classic TOPSIS to PFHWD-TOPSIS,and applies it to the empirical evaluation of the spatial and temporal two-dimensionality of the regional innovation capabilities of 17 cities in Shandong province.A complete evaluation index system for regional innovation capacity has been formed.The re⁃search results provide ideas and guidance for the formulation of regional innovation policies in Shandong province and 17 cities.From the evaluation method,the PFHWD-TOPSIS method is more flexible in decision-making.It can adjust the value of the parameterλto meet different research needs;according to the evaluation results,the innovation capacity of 17 cities in Shandong province has been steadily improved,and the gap has gradually narrowed.The regional innovation capacity of Qingdao city and Qingdao metropolitan area ranks first in Shandong province,and Jinan separate ranking and the Jinan metropolitan area's ranking in the“two circles and four districts”are quite different.More attention should be paid to the concentration and diffusion of innovation to promote the joint improvement of regional innovation capabilities.
