网络空间智慧“扫黑除恶”机制的理论探索

The Theoretical Exploration of Intelligent Mechanism of“Removing on Gangs and Evil Forces”in Cyberspace

网络空间的黑恶势力犯罪在组织、行为和人员方面都具有特殊之处,亟须通过智慧化的方式进行有效治理。目前的智慧“扫黑除恶”缺少对于网络空间的特殊考量,而且在智慧技术的应用程度和参与领域上均存在不足。网络空间智慧“扫黑除恶”机制应具有二重维度,即包括大数据、云计算、人工智能技术在内的技术协作维度,以及包括规范协同、指标协同在内的技术与法律协作维度。实践这一机制应当基于组织、行为、人员的客体维度,以及跨部门协作、公私协作的主体维度采取有效的举措。

The mobs’criminals in cyberspace have special features in terms of organization,behavior and member,and it is urgent to effectively manage them in a smart way.The current intelligent“removing on gangs and evil forces”lacks special considerations for cyberspace,and there are deficiencies in the application and participation of smart technologies.The intelligent mechanism of“removing on gangs and evil forces”in cyberspace should have a dual dimension,that is,the technical collaboration dimension including technologies of big data,cloud computing,artificial intelligence,and the technical and legal collaboration dimension including normative collaboration and index collaboration.Practicing this mechanism should take effective measures based on the object dimension of organization,behavior,member,and the subject dimension of cross-dep artmental collaboration and public-private collaboration.
