智慧城市背景下综合档案馆公共服务:功能定位与参与机制

智慧城市建设驱动综合档案馆公共服务功能拓展与创新。通过文献梳理及分析,发现智慧城市建设与综合档案馆公共服务间存在服务对象、发展理念及建设模式三方面契合之处,阐释传统综合档案馆公共服务功能体现在信息传播、社会教育、社会记忆与休闲服务四方面。研究认为智慧城市背景下功能定位体现在需求感知与精准服务功能、多方数据集融合服务功能、支撑及预测文化发展功能、档案信息智慧化流动功能等四个方面;进一步提出创新公共服务合作模式、塑造档案智慧用户群体、建立服务网络嵌入机制等三方面参与机制。

The construction of smart cities has driven the expansion and innovation of public ser⁃vice functions of comprehensive archives.Through literature review and analysis,it is found that there are three same aspects of the service object,devel⁃opment concept and construction mode between the smart city construction and the public service of the comprehensive archives.The public service functions of the traditional comprehensive archives are reflected in information dissemination,social ed⁃ucation,social memory and leisure services.The re⁃search believes that the functional positioning in the context of smart cities is reflected in four as⁃pects:demand perception and precise service func⁃tions,multi-party data set fusion service functions,supportting and predicting cultural development functions,intelligent flow of archive information;Further proposed three-participation mechanisms:innovating public service cooperation models,shap⁃ing smart users and establishing a service network embedding mechanism.
