欧盟与朝鲜建交的缘起

Reasons for Diplomatic Relation Establishment between EU and DPRK

2001年5月欧盟与朝鲜正式外交关系的建立,是国际外交史上的重要事件。欧盟与朝鲜建交的原因主要有四点:一是冷战结束后政治经济全球化加速发展,迫使欧盟与朝鲜发展双边关系;二是欧盟与韩国间政治经济联系要求其发展对朝关系;三是欧盟粮食及人道主义援助加强了其与朝鲜的联系;四是欧盟与朝鲜间经济政治进一步发展的需要。建交后欧盟与朝鲜在诸多领域达成合作意向,但次年第二次朝核危机的爆发严重阻碍了双方关系发展,给未来双方关系的推进蒙上了一层阴影。

The establishment of formal diplomatic relations between the EU and DPRK in May 2001 was an important event in the history of international diplomacy.There are four main reasons for the establishment of diplomatic relations between the EU and DPRK.First,the accelerated development of political and economic globalization after the end of the Cold War has forced the EU and DPRK to develop bilateral relations.Second,the political and economic ties of the EU with ROK require it to develop its relations with DPRK.Third,EU food and humanitarian aid has strengthened its ties with DPRK.Forth,it is the need for further economic and political development between the EU and ROK.After the establishment of diplomatic relations,the EU and DPRK have reached cooperation intentions in many fields.However,the Korean Peninsula nuclear issue in the following year seriously hindered the development of bilateral relations and cast a shadow over the development of bilateral relations in the future.
