摘要
全民健身国家战略的提出加快了政府职能转变的步伐,体育社会组织参与体育治理成为一种必然趋势。作为承接政府职能转移、培育发展体育社会组织的枢纽型组织,体育总会需要承担更多的历史责任。从政治、法治、业务、技术、日常管理五个维度分析地方枢纽型体育社会组织的服务逻辑,通过对山东省体育总会、江苏省体育总会进行实地调研和专家访谈,总结两省以体育总会为枢纽型体育社会组织的实践经验,并从改革顶层设计、规范建章立制、组织网络建设和加强内部治理等方面提出地方枢纽型体育社会组织的发展路径。
The national strategy of public fitness accelerates the transformation of government’s functions and the sports social organizations will participate in sports governance.As a hub organization to undertake the transferred parts of the government’s functions and cultivate other sports social organizations,the Sports Federations always shoulder more historical responsibilities.The paper analyzes the service logic of local sports social organizations from the five dimensions of politics,rule of law,business,technology and daily management.On the basis of field investigation and expert interview of the Sports Federations of Shandong and Jiangsu Provinces,the paper summarizes their practical experiences and proposes the development path of local hub sports social organization from the aspects of the top-level design and standard construction,organization network construction and strengthening internal governance.
