现实困境与突围策略:中小学校园足球发展研究

Realistic Dilemma and Breakthrough Strategy:Research on the Development of Campus Football in Primary and Middle Schools

文章运用文献资料法、实地考察法、访谈法等研究方法分析了我国中小学校园足球发展过程中面临的现实困境,并提出了相应的突围策略.研究认为目前中小学校园足球面临着政策执行阻滞、应试教育挤压、支持力度欠缺、师资力量制约、校园体育安全立法机制不完善、经费投入有限等现实困境.可从狠抓执行、确保中小学校园足球政策落地,设立招生专道、提高中小学学生参与校园足球热情,主抓“两长”、激活中小学校园足球动力机制,外引内培、提升中小学校园足球师资力量,增强中小学校园足球安全保障,拓宽投资渠道、保障中小学校园足球资金投入等方面着手突围现实困境,推动中小学校园足球深入开展.

This paper analyzes the real dilemma faced by the development of primary and secondary school campus football in China by using literature research methods and logic analysis methods,and proposes a corresponding breakout strategy.The study believes that the current primary and secondary school campus football faces the dilemma of policy implementation block,exam-oriented education squeeze,insufficient support,teacher power constraints,the legislation mechanism of campus sports safety is not perfect and limited investment.We can implement the policy,ensure the policy landing,set up special enrollment channels,alleviate worries,focus on the"two longs",activate the dynamic mechanism,external training,deep cooperation,two-pronged approach,enhance security and expand investment channels,etc.The real dilemma is to promote the in-depth development of school football in primary and secondary schools.
