“三治”结合背景下乡村德治的定位与转型

The Orientation and Transformation of the Rule of Virtue Under the Background of“Three Governances Combination”

当代“三治”结合乡村治理体系中的“德治”本质上是以德治国方略在乡村治理中的贯彻落实。德治在乡村治理体系中的定位与以德治国方略在整个国家治理体系中的定位是一致的。当代乡村德治需要借鉴传统乡村德治的思想资源和方法途径,但还需要进行以下几个方面的转型:一是当代法治背景下的德治重新定位及德法关系的调整;二是乡村德治主体从乡绅向以农村基层党组织为领导核心、以村民为主、新乡贤和社会组织共同参与的多元治理主体格局的转型;三是乡村德治之“德”从儒家道德向社会主义核心价值观引领的社会主义新道德的转型。

The“rule of virtue”in the contemporary rural governance system of“combination of three disciplines”is essentially the implementation of the strategy of ruling the country by virtue in rural governance.The positioning of rule of virtue in the rural governance system is consistent with that of the strategy of ruling the country by virtue in the whole national governance system.The contemporary rural moral governance not only needs to learn from the ideological resources,methods and ways of traditional rural moral governance,but also needs to realize the following transformation:first,the transformation of rural moral governance from the rule of man to the contemporary rule of law;second,the transformation of the main body of rural moral governance from the squire to the pluralistic governance with the rural grassroots Party organizations as the leadership core,villagers as the main body,new rural sages and social organizations participating together;third,the transformation of“morality”of rural rule of virtue from Confucian morality to the new socialist morality guided by socialist core values.
