Investigation and Enlightenment of Open Access to Scientific Data in the Context of Emergency Support

突发公共卫生事件促进了全球开放数据的建设与共享,体现应急保障情境下开放科学的重要性和必要性。应急保障情境下,科研机构及学者致力于推进科学数据及文献的开放获取,以促使科研成果更好地服务于公众利益,同时也反映出现行学术交流系统无法及时满足科研群体及社会大众对科学数据及文献开放获取的需求。文章采用文献调研与网络调查相结合的方法,梳理国内外科学数据开放获取现状与阻碍,关注应急保障情境下科学数据开放获取实践及启示,以期能够为我国开放科学的发展提供借鉴。

Public health emergencies have promoted the construction and sharing of global open data,reflecting the importance and necessity of open science in the context of emergency support.In the context of emergency support,scientific research institutions and scholars are committed to promoting the open access of scientific data and literature to make scientific research results better serve the public interest,while also reflect that the current academic communication system cannot meet the scientific research community and the publics’ need for open access to data and literature in a timely manner.The article uses a combination of literature research and online survey to sort out the current situation and obstacles of open access to scientific data at home and abroad,and pay attention to the practice and enlightenment of open access to scientific data in the context of emergency support,in order to provide a reference for the development of open science in China.
