Four Approaches to Understand the Capacity of Government Responsibility

政府责任能力是政府责任可实现性的前提。基于自由意志的道德能力与基于专业技术的管理能力指向责任主体的内在能力。但政府组织的设立和职位的获得,依赖于与责任相匹配的权力这一制度性资格。道德与管理能力的实现依靠资源支撑的权力,而道德和管理的能力则使资源支撑的制度性权力由潜在可能变为现实,使行政资源变为公共利益的生产性资本。对于政府而言,资源是实现道德和管理能力的基础,而道德和管理能力又是资源生产力得以最大化的主体基础或资源。基于行政资源的行动能力是理解责任能力的整合性途径。而责任实现的视野从约束性机制向支持性条件的转变是理论研究思维方向的变化。

The capacity of government responsibility is the premise of the realizability of government responsibility.The moral capacity based on free will and the managerial capacity based on professional technology both points to the internal ability of the responsible subject.However,the establishment of government organization and the acquisition of position depend on the power which is an institutional qualification that needs to match the responsibility.And the realization of morality and managerial capacity rely on the power supported by resource,while the former makes the institutional power supported by resource become a reality from the potential so the administrative resources can become productive capital of public interest.For government,resource is the foundation of moral and managerial competence,and latter is the main foundation that resource productivity can be maximized.The capacity for action based on administrative resources is an integrated approach to understand the capacity for responsibility,while the vision transformation of responsibility realization from restrictive mechanism to supportive condition is the change of thought direction of theoretical research.
