耕地保护责任目标考核制度是落实各项耕地保护政策的重要制度保障和依据。本文分析了该项工作面临的问题,介绍了耕地保护责任目标考核信息系统的建设目标和原则、业务流程、技术架构和主要功能等内容。该系统实现了部、省、市、县4级考核数据在线直报和高效管理,简化了考核工作程序,规范了考核成果管理,提升了考核工作效率,为建立耕地保护责任目标考核长效监督机制提供技术支撑。

The target assessment system of cultivated land protection responsibility is the significant institutional guarantee and authority for implementing cultivated land protection policies.This paper analyzes the problems faced by the system,and introduces the construction objectives,principles,operation process,technical framework,the overall design and main functions of the target assessment information application system.The system not only supports online direct reporting and realizes efficient management of data assessment at four levels of ministry,province,city and county,but also simplifies assessment procedures,standardizes assessment results management,improves assessment efficiency,and provides technical support for establishing a long-term monitoring mechanism for target assessment of cultivated land protection responsibility.
