Risk Evaluation of PPP Mode in Characteristic Town Construction:A Case from AncientYanhua Area

在城市化建设向城镇化建设转变的大背景下,国家为推广特色小镇建设,引入PPP模式来解决特色小镇建设的资金问题,实现公私合营、风险共担.然而,对于特色小镇PPP模式的风险研究甚少,缺乏有效深入的实践分析.鉴于此,本文以莲都古堰画乡为例,建立特色小镇PPP项目风险网络治理框架,构建指标体系,运用灰色关联度—层次分析法、matlab、spss软件对风险因素进行分析,总结出PPP模式下特色小镇建设的主要风险,以便更好地进行风险管理.

In the context of the transformation to urbanization,the state has introduced the PPP model to solve the capital problem of characteristic town construction and realized public-private partnership and risk sharing in order to promote the construction of characteristic town.However,there is little research on the risk of PPP model in characteristic town,and there is no effective and in-depth practical analysis.In view of this,this paper takes Ancient Yanhua area as an example,establishes the risk network governance framework of the PPP project in characteristic town,constructs the index system,analyzes the risk factors by using the grey relational grade-analytic hierarchy process,matlab and SPSS software,and summarizes the main risks of the construction of characteristic town under the PPP mode,so as to better manage the risks.
