基于平衡记分卡的金融精准扶贫绩效研究——以山东省J县为例

Study on Performance of Financial Precision Poverty Alleviation Based on Balanced Scorecard--J County of Shandong Province as an Example

2020年脱贫进入攻坚阶段,传统的漫灌式扶贫缺乏精准,边际效用低。精准扶贫解决了上述问题,但科学的绩效评价体制有待建立。本文借助层次分析法确定各指标的权重,运用模糊综合评判法得出J县扶贫绩效评价为"优",对其他地区具有借鉴意义。从J县的经验中,总结出以下结论:政府应加强制度安排,完善政策兜底和监督激励机制,引导金融机构加强对贫困地区的信贷支持,培育贫困户的自我脱贫意识。

In 2020,poverty alleviation will enter the critical stage.The marginal utility of traditional poverty alleviation is low.The concept of targeted poverty alleviation solves the above problems,but the scientific performance evaluation system still needs to be established.This paper uses the analytic hierarchy process to determine the weight of each index.The evaluation result is"excellent".Financial institutions can support poverty alleviation in poverty-stricken areas,and the government should strengthen institutional arrangements and improve policy and supervision mechanisms.
