摘要 科技评价是引领科技发展、优化科技管理、建设科技强国的重要工具。改革开放以来,国家颁布了众多的政策文件对科技评价进行规范引导,力图发挥科技评价的效能,推动我国科技事业的健康快速发展。然而科技评价的内在需求与现实走向之间仍存在着重重矛盾,具体体现为科研诚信规范与失信惩戒的分歧,分类评价体系与碎片化评价方式的冲突,质量—贡献—绩效导向与多元价值标准的矛盾三个方面。基于此,在制度设计、组织架构和价值引导三个层面提出改革路径及优化方案,探索渐进增量式的顶层安排,构建层级有序的组织体系,并引导非正式制度下公众的认同,树立基于质量主导—贡献争先—绩效优胜的三位一体的价值理念,构建具有中国特色的科技评价体系。 Evaluation of science and technology has become a booster for technological development,technological management,and construction of strengthening national power.Over the past 40 years of reform and opening up,Chinese government has issued numerous policy documents to standardize and guide the evaluation of science and technology,in an effort to give play to its effectiveness and promote rapid development of China’s science and technology field.However,there are still some contradictions between the inherent demand and realistic trend within science and technology evaluation community,containing three aspects:differences between research integrity code and disciplinary,contradiction between classified evaluation method and fragmented evaluation procedure,conflict between quality-contribution-performance orientation and existing value standards.Based on this,this thesis puts forward practical exploration of optimizing China’s science and technology evaluation system from aspects of system designation,structure integration and value guidance,by means of exploring top-level system,integrating organizational system and guiding value recognition,which aim at establishing a powerful mechanism of quality-contribution-performance to build a science and technology evaluation system with Chinese characteristics.
