摘要
智能化推送业态在缓解“信息过载”问题、提升信息匹配效率方面的优势使其在网络空间各个领域得到了普遍应用,但建立在历史行为数据和个人偏好数据基础上的业态模式又同时带来内生创新不足、隐私侵犯风险、“信息茧房”、算法歧视、政治操控等治理风险与挑战。当前各国都普遍重视智能化推送业态治理问题,从“数据治理”和“算法规制”这两个方面入手建立相关规制制度,以实现产业发展和公共利益保障的平衡。我国应从政府、平台、社会三个角度同时发力推动智能化推送业态治理的政策创新与变革。
Intelligent recommendation model has been universally applied in different fields thanks to the advantages in the relief of information overload and improvement of information matches.However,the basic demands for individual historical data and preference data also cause the potential governance challenges like endogenous innovation insufficiency,privacy invasion,information cocoon effects,algorithm discrimination,political manipulation,etc.Intelligent recommendation model governance issue has triggered global regulation attention and most of the countries established the institutions consisted of data governance and algorithm governance to realize the balance between industry development and public benefits protection.We need to promote the policy innovation simultaneously from government side,platform side and society side to reply to the challenges proposed by the new model.
