摘要 采购工作从准备到谈判、签约、执行等是一个环环相扣的系统过程,其中采购合同在整个流程中发挥着核心作用。在进行医疗设备的采购中,受非价格因素的影响,加大了采购医疗设备的风险。风险控制指的是围绕着整个风险进行管理的过程,依据相关的衡量标准实施对风险的应对、评价、估计、识别、规划等方面的控制和监控。通过风险监控可以给风险处理、风险评估、风险识别、风险规划等其他的风险管理活动提供有效信息,进行能有效的研究出管理风险的备选方案,使风险能够被有效的控制。该文从风险控制的角度出发,提出了管理、采购设备可追溯性等几个方面控制具体办法。 Procurement work from preparation to negotiation,signing,and execution is an interlocking systematic process,in which the procurement contract plays a central role in the entire process.In the procurement of medical equipment,non-price factors have increased the risk of purchasing medical equipment.Risk control refers to the process of managing the entire risk,and implementing the control and monitoring of risk response,evaluation,estimation,identification,and planning in accordance with relevant measurement standards.Through risk monitoring,effective information can be provided for other risk management activities such as risk treatment,risk assessment,risk identification,risk planning,etc.,and alternative solutions for managing risks can be effectively studied,so that risks can be effectively controlled.From the perspective of risk control,specific control measures have been proposed in several aspects,including management and traceability of purchased equipment.
