随着移动支付的兴起,移动生活及移动医疗服务的普及,该项目将电子健康卡与移动金融平台相结合,在基于前期常州市居民健康卡的医疗一卡通项目基础上,依托云技术,通过建设“一账通”平台,持卡人可以很方便地通过手机终端,在“云”端实现身份识别、跨机构就医、费用结算、健康档案管理等功能,从而推动居民健康卡实现由“单一线下实体”向“线上线下一体化”的模型转变,通过构建居民健康卡“虚实结合”服务网络,实现线上线下一体化的身份认证服务,破解“多院多卡互不通用”的堵点问题,促进医疗服务流程优化,保障线上应用安全,降低了发卡用卡的成本,有效推动了“互联网+医疗健康”服务,为健康医疗的大数据汇聚集成和开放共享提供基础保障。

With the rise of mobile payment,the popularization of mobile life and mobile medical services,the project combines electronic health cards with mobile financial platforms,based on the previous Changzhou residents’health cards based on the medical all-in-one card project,relying on cloud technology,through the construction of the“One Account”platform,cardholders can easily realize the functions of identity recognition,cross-institutional medical treatment,expense settlement,health file management and other functions on the“cloud”through the mobile terminal,thereby promoting the implementation of the residents’health card.The“single offline entity”is transformed to the“online and offline integration”model.By constructing the“virtual and actual”service network of residents’health cards,the integration of online and offline identity authentication services is realized,and the“multiple hospitals and multiple cards are not compatible with each other”"the problem of blocking points"promotes the optimization of medical service processes,guarantees online application security,reduces the cost of card issuance,and effectively promotes the"Internet+medical health"service,which provides a foundation and guarantee for the integration and open sharing of big data in health care.
