脱贫攻坚与乡村振兴有效衔接的自然资源政策框架

Natural Resources Policy Framework of Effective Convergence Between Poverty Alleviation and Rural Revitalization

脱贫攻坚与乡村振兴是党中央立足实现“两个一百年”奋斗目标做出的重大战略部署,二者互为支撑,相互促进。实施脱贫攻坚以来,自然资源领域一系列超常规政策发挥了不可或缺的重要促进作用。2020年,脱贫攻坚战即将全面收官,研究脱贫攻坚与乡村振兴有效衔接的自然资源政策具有重要现实意义。基于此,文章按照乡村振兴的目标要求,梳理分析自然资源扶贫政策,认为应从实施主体、实施目标和实施工具三方面实现政策转型,并提出了包括科学编制村庄规划、严格耕地保护和建设、创新供地用地方式等六个方面的政策框架。

Poverty alleviation and rural revitalization are the major strategic arrangements made by the Party Central Committee to achieve the two centenary goals,in which they support and promote each other.Since the implementation of poverty alleviation,a series of unconventional policies in the field of natural resources have played an indispensable and important role.In 2020,the battle against poverty will come to an end in an all-round way.Therefore,it is of great practical significance to study the natural resources policy that effectively convergence between poverty alleviation and rural revitalization.Based on this,according to the targets and requirements of rural revitalization,the paper analyzes the Poverty Alleviation Policies of natural resources,and points out that the policy transformation should be achieved from three aspects:including the implementation subject,the implementation goal,and the implementation tools.It also puts forward the policy framework including six aspects of the scientific compilation of village planning,strict protection and construction of cultivated land,innovation the mode of land supply and use,etc.
