增减挂钩节余指标省域内转让的扶贫效果——基于宿迁市985份问卷的数据调查

Poverty Alleviation Effects of Surplus Indicators of Increase-Decrease Hook Transfers Within the Province-Data Survey Based on 985 Questionnaires in Suqian

以江苏省宿迁市5个试点乡镇为例,针对县区政府、村组干部、乡镇村民三个层次设计问卷,从经济效益、生态效益、社会效益三个方面,对建设用地增减挂钩节余指标省域内转让成效进行阐述。研究结果表明:试点工作促进了精准扶贫和精准脱贫,推进了城乡统筹和生态经济示范镇建设,提高了用地节约、集约水平,优化了城乡用地布局;但是仍存在搬迁补偿标准偏低、宅基地有偿退出内容模糊、搬迁补偿政策差异性不明显、规划设计不合理等问题。建议:加强顶层设计,明晰挂钩指标交易的权利内容,创新城乡建设用地增减挂钩指标管理机制,健全社会保障体系,尊重农民意愿切实维护农民权益。

To begin with,this paper took five pilot townships in Suqian City,Jiangsu Province as an example,a questionnaire was designed for the three levels of county government,village cadres,township villagers,the effect of surplus indicators are explained in terms of increasedecrease hook of the construction land transfer within the province from three aspects of the economic,ecological,and social benefits.The research results show that the pilot work has promoted precise poverty alleviation and precise anti-poverty,promoted urban-rural coordination and the construction of eco-economic demonstration towns,improved the level of land conservation and intensiveness,and optimized the layout of urban and rural land;however,there are still some problems,such as the low compensation standard for relocation,the vague content of paid withdrawal of homestead,the obvious difference of relocation compensation policies is not obvious,and the unreasonable planning and design.Finally,this paper puts forward suggestions:strengthen the top-level design,clarify the right content of hook index transactions,innovate the management mechanism of increase-decrease hook in urban and rural construction land,improve the social security system,and respect the farmers'will to effectively protect farmers'rights.
