Risk,Reconstruction and Modernization of China’s Industrial Chain under the COVID-19

改革开放以来,中国在全球产业链中不断升级,逐步成为全球产业链枢纽和世界工厂。2019年末新冠疫情爆发以来,中国产业链面临的风险,从中短期来看,主要是因为COVID-19引发的市场型断链和卡链;从长期来看,主要是新的"二元全球化"格局下以美国为首的西方国家行政和政治干预引发的超市场力量型断链和卡链。疫后中国经济发展"复键"的阶段性目标是:短期内修复重启产业链,中期通过"六链并举"重构产业链,长期通过发展绿色创新泛产业链实现产业链现代化,即提高"平台型产业""血液型产业""大脑型产业"和"牵引型产业"这四大板块的"互嵌"支撑度与"融合"发展度。

The industrial chain is composed of six parts:demand chain,supply chain,knowledge chain,enterprise chain,space chain and value chain.With the reform and opening up,China has been upgrading in the global industrial chain and has gradually become a hub in global industrial chain and world factory.Since the outbreak of COVID-19 at the end of 2019,the short-term and medium-term risks facing by Chinese industrial chain are market-oriented chain breaking and blocking caused by the COVID-19;the long-term risks are caused by the administrative and political intervention of western countries led by the United States under the new"dual globalization".After the pandemic,the stage goal of China’s economic recovery is:In the short term,repair and restart the industrial chain;In the medium term,reconstruct the industrial chain by simultaneously develop its six parts;In the long run,realize the modernization of industrial chain through the development of green innovative industrial chain.That is to embed and integrate"platform industry","blood industry","brain industry"and"traction industry".
