西藏汉族基层公务员跨文化适应现状与管理对策研究 被引量:3

On Cross-cultural Adaptation of the Han Civil Servants at the Grass-roots Level in Tibet and some Management Countermeasures

摘要 西藏汉族基层公务员跨文化适应与基层治理水平的提高密切相关。文章以西藏地区汉族基层公务员为研究对象,通过实证研究发现,汉族基层公务员心理健康问题突出,心理适应不良,社会文化适应良好,文化智力水平较高。工龄、年龄、藏语熟练程度以及藏汉文化差异等是汉族基层公务员跨文化适应的主要影响因素。加强藏语语言培训、完善公务员的激励机制、推进职业培训、创建公务员心理档案、提供心理咨询服务有利于促进汉族基层公务员的跨文化适应。 The cross-cultural adaptation of the Han civil servants at the grass-roots level in Tibet is closely relat⁃ed to the improvement of grass-roots governance.Taking the Han civil servants at the grass-roots level in Tibet as research object,an empirical research has done,and it is found that their mental health problems are serious,their psychological adaptation is poor,but their social and cultural adaptation is good,and their educational and intelligence level is high.Their working years,age,Tibetan proficiency,and their understanding of Tibetan-Chi⁃nese cultural differences are the main factors affecting their cross-cultural adaptation.Therefore,in order to pro⁃mote the cross-cultural adaptation of the Han civil servants at the grass-roots level in Tibet it is necessary to strengthen the Tibetan language training for the Han civil servants,and to improving the incentive mechanism,to promote vocational training,to create psychological state files,and to provide psychological counseling services for them.
