减贫背景下新疆易地扶贫搬迁村落后续发展状态与提升模式

Follow-Up Development Status and Promotion Model of Relocated Poverty Alleviation Villages in Xinjiang in the Context of Poverty Reduction

改革开放以来,中国脱贫攻坚取得了举世瞩目的成就,目前已经进入了脱贫攻坚的决战阶段,脱贫村落的后续发展问题成为目前研究的热点。通过梳理中国扶贫发展脉络,重点研究了新疆易地扶贫搬迁村落的后续发展问题;通过构建城市与农村两大扶贫体系,模拟了搬迁村落受依附地发展带动的影响。最后,总结出依托城市发展的外援式发展模式和依托中心乡镇发展的自我主导模式等两类搬迁村落发展提升模式。

Since the reform and opening up,China has made remarkable achievements in poverty alleviation.At present,it has entered the decisive stage of poverty alleviation,and the follow-up development of poverty-alleviation villages has become a hot research topic.By sorting out the context of China’s poverty alleviation development,this study studied the follow-up development of poverty alleviation relocation villages in Xinjiang.Through the construction of urban and rural poverty alleviation systems,the influence of relocated villages driven by dependent development region was simulated.Finally,two types of development and improvement modes of relocated villages were summarized:foreign aid development mode relying on the urban development and self-dominated development mode relying on the central township development.
