河南耕地生态保护补偿标准研究——以河南省滑县为例

摘要 为提供科学合理的耕地生态保护补偿标准,保障耕地生态功能的稳定持续供给,在总结现有耕地生态保护补偿标准测算方法的基础上,通过博弈模型,综合条件价值评估法和改进当量因子法,对河南滑县的耕地生态保护补偿标准进行测算。研究结果表明:河南滑县耕地生态保护补偿标准为3551元/(hm^2·a),介于全国现行县级补偿标准与省会城市补偿标准之间;通过博弈模型把改进当量因子法与条件价值评估法结合起来,综合考虑农户平均受偿意愿、耕地生态系统服务功能价值、农业对当地GDP的贡献度等多种因素,计算方法相对合理。该方法所需数据易得,计算过程简单,考虑因素全面,便于推广,可为其他地区耕地生态保护补偿标准测算提供参考。 In order to provide a scientific and reasonable compensation standard for the cultivated land ecological protection,and ensure the stable and sustainable supply of cultivated land ecological functions,the Game Model,which combines the Contingent Valuation Method(CVM)and the improved Equivalent Factor Method(EFM)is proposed on the basis of summing up the calculation methods of the cultivated land ecological protection compensation standard.And the compensation standard of cultivated land ecological protection in Huaxian,Henan Province is calculated.The results show that the compensation standard of cultivated land ecological protection in Huaxian is 3551 yuan/(hm^2·a),which is between the current national compensation standards at county level and the provincial capital city.Through the Game Model,the improved EFM and the CVM are combined.And the multiple factors such as the average willingness of farmers to be compensated,the service function values of cultivated land ecosystem,the contribution of agriculture to local GDP are considered comprehensively.The calculation method is relatively reasonable.The data needed by this method is easy to obtain,the calculation process is simple,and the factors are considered comprehensively.So it is easy to be adopted.It can provide reference for the calculation of compensation standard of cultivated land ecological protection in other areas.
