关于“双一流”背景下高校国际联盟发展的思考——基于对30所“一流大学”建设高校的实证研究

Thoughts on the Development of International Alliances of Universities under the"Double First Class"Background

正式加入世贸组织以来,在国家政策的引导与驱动下,我国高校不断加大参与和建设高校国际联盟的力度,取得了一定的成效,但也面临着阻力和挑战。为促进我国高校国际联盟高质量发展,一方面,应从国家层面进一步加强相关政策的引导与支持,推动由我国高校发起的国际联盟的全面发展;另一方面,高校作为联盟的建设主体和参与主体,应从机制建设、资源拓展、要素保障、跨文化认同感提升等四个方面入手,推动高校国际联盟成为事实上的责任共同体、义务共同体与利益共同体。

After entering the WTO,under the guidance and driven by diverse policies,China’s universities have been engaged in building international alliance of universities as well as participating in those academic organizations with global dimensions.It has achieved a great amount of positive results while meeting all kinds of issues to be solved.In order to promote the development of China’s international alliance of universities,on the one hand,we should further strengthen the guidance and support of relevant policies at the national level,which will be the key to promote the comprehensive development of the international alliances initiated by Chinese universities.On the other hand,universities as the main players should focus on mechanism construction,resource exploration,factor providing,and promotion of cross-cultural identity,so as to promote the international alliance of universities into a de facto community of responsibility,obligation and interest.
