地摊管理法治化之进路

On the Legalization of Stall Management

2020年"两会"以来,地摊经济成为大众热议的话题。针对地摊经营方式的种种弊端,社会各界争议不断。本文对地摊经营方式存在的必要性、可行性及问题进行分析后认为,应借鉴国内外地摊管理的成熟经验,更新地摊管理理念,在我国现行法律框架下运用法治化手段建立地摊经济新秩序,鼓励地摊经营者共管共治,规范和引导地摊经营方式健康发展,以增强人民群众的幸福感、获得感,提高政府的公信力。

Since the two sessions in 2020,stall economy has become a hot topic among the public.In view of all kinds of malpractice of ground stall,the social various circles dispute unceasingly.This paper analyzes the feasibility and existing problems of stall economy in the form of literature review,field investigation and comparative study.It is suggested that we should learn from the mature experience of stall management at home and abroad,update the concept of stall management,establish a new order of stall economy by using the rule of law under the current legal framework of China,encourage vendors to co manage and govern,and regulate and guide the healthy of stall economy Development,in order to enhance the people’s sense of happiness and gain,and improve the credibility of the government.
